I get error message when starting window defender. "this app has been turned off and isn't monitoring your pc". Windows defender services wont start. Turn on button in action center does not work.

    Any suggestions?

    Avast,
    Norton
    McAfee

If you have one of the above installed, then Windows Defender will be turned off.
It is because running 2 anti-virus program will create conflicts, not to mention redundant.

If you do not have one of those installed, please post back.
I'll show you how to turn the service back on.

No. I don't have any of those. I only have spybot & destroy. That should not be the problem.

OK.go to Charmbar ( Windows key + C key ) > select Start > in the search box, type services.msc > click at services.msc > scroll way down to Windows Defender service .......
under Status, it should say Running
under Startup type, it should say Automatic
    (see secreenshot below )
Obviously yours will say Stop or something like that.
Right click at Windows Defender service > click Properties >
at Startup type, click the pointer and select Automatic >
    at Service status, click Start
    (see screenshot below )
click OK when done > exit services window.
Find out if Windows Defender is now running.

    1. At Startup Type, click the pointer and change it to Automatic. Then click Start .
If that does not work, do a system file check. it is to look for corrupt files. It will try to do repair if any found.
At the end of the scan, it will give you the result. It will be either.......
    No integrity violation,
    or,
Found corrupt files but unable to repair.
    Post back the result.

How to do system file check ( sfc /scannow ):
go to Charmbar > select Start > in the search box, type cmd > RIGHT click at Command Prompt > select Run as Administrator >click Yes to confirm > at the flashing prompt, copy and past this command.......
    sfc /scannow

    press Enter.
Wait. It will take quite a while.

I did a clean boot and uninstall spybot destroy, then go to action center click around. The defender pop out, but at middle of scan it says service stopped. I had to got services start the service again.

.................I had to got services start the service again.

Are you saying that now you can start the Windows Defender service by going to services.msc ?
If yes, is it working without getting stopped again ?
