My computer reset back to Windows 8 from W 8.1 and i deleted files. Can I recover them? Or are they gone forever?
Also, could I get Windows 10?

It may still be possible to recover files from that hard drive with something like Get Data Back from here http://www.runtime.org/
It's not free but I've used it and it does work.
Of course the less you use the computer before attempting any such data recovery the better.
I do not believe that there is a direct upgrade path from Windows 8 to Windows 10.
I believe that you have to be running Windows 8.1 with Update to qualify for the free upgrade to Windows 10.
