Windows 8.1 creating new folders

    When I go to make a new folder, a green bar appears at the top and has to go across the screen before the folder is actually created. Has anyone had this issue, if so, what is going on and how is it fixed?

    Not sure for sure.
    Have you considered.....
    1. Opening an elevated command prompt (admin) and running the native check disk utility?
    chkdsk C: /R
    it'll as to run on next startup simply type a "Y" and reboot your computer
    let it complete all five stages, it'll take a while and then have a look in event viewer and see what it has found.
    Additionally after you've done that maybe hit it with the native Disk Defragmenter utility (ignore what it says about % fragmented, just run it), reboot and then do it again.
    See if that alleviates any of the problem.
