Win 8 doesn't recognize 2nd partition

    I have a 256Gb pendrive that I'd partitioned. 1st partition was 200Gb "active" and primary, second partition was 33.56Gb active and primary w/ flag set to boot yet didn't have a drive letter designation nor could I give it one. Win 8 would never recognize that second partition. After several "searches", I've found this is consistent w/ all Win O.S.'s. Why won't Win recognize a second (or 3rd..etc..) partition on a pendrive? What do I need to do to get Win to recognize multiple partitions on a pendrive?
