Oh, I think I know why.
I was using Win 8 Pro, and I did not install media center then
So, when I upgraded to win 8.1 Pro, no media center for me.
    Is that it?

    Never mind.
I was wrong from the start.
    Media Center was never free.
Sorry to have wasted your time reading this.

Yeah...when windows 8/8 Pro first came out that was all the rage from users that WMC was missing. Shortly after 8/8 Pro release, MS offered WMC for free for a limited time and if you were one of the lucky ones (like me), we did just that. After that, MS said that from now on if you wanted WMC you would have to pay for it.

It was free until January 31st of this year. The reason why it probably does't show up in the link you provided, is probably because 8.1 RTM hasn't been released to non-Technet or MSDN member's yet. It will probably show up on October 17th or 18th, when it is available to everyone. Then add the fact that Microsoft is in the Microsoft restructuring and new C.E.O. hunting process. That's probably the reason behind the numerous buggy patches/updates over the last few month's.

I don't see media center listed in your screenshot of Windows Edition.
    Shouldn't it be there?
