Too wide browser screen

    I can shrink the format with mouse & horizontal darts, but the moment I click to another page or website, it's once more too wide. Also, shutting the browser down and restarting doesn't help, the browser does not remember the made viewing changes. It is a problem because the Return button left and the scrolling bar on the right disappear from view, so I'm constantly dragging pages to be able to get at them. Zoom reduction doesn't help either. So what do I do? Or is it a Windows 8 problem?
