Isn't it annoying when you have tons of apps pinned on the taskbar and you missclick and drag one of them? If you don't have a picture of your screen you wouldn't be able to return the icon to its previous position. So my question is is there any way to disable icon re-positioning on Win 8.1?

Hello and welcome to the forum.
    Have you tried this.......
    http://www.thewindowsclub.com/lock-all-taskbar-settings

I don't have a windows 8 machine to try it on right now but I tested on Windows 10 and it has no effect that I can see.
But then, currently Windows 10 seems to ignore a lot of group policy settings as well as their respective registry settings so it still might be worth a try on Windows 8.
    Good luck.
