I would like to know something about this particular issue.

When I shut down my computer, monitor goes on standby, but still the CPU is running.
It is an ATX cabinet, but still it is not shutting down as expected.

On top of that, when there is a movement of mouse or keyboard, it starts up again! :p

    Have you faced this problem?
I am facing this issue only after I installed Windows 8!

That is very valuable tip you have given. But for me, I think, when I do shut down, sleep/hibernate should not come into picture, right?

With my laptop, the shut down button was by default set at sleep mode. So I just changed it to shut down. This could be a driver issue that somehow has gotten corrupted in the upgrade to 8. You may need to download from your PC vendors site the proper driver/software for sleep/hibernate for it to correct itself. My laptop has this fast start driver/software, so if and when I need to go away from the laptop I can just shut my laptop's lid and go do what ever I need to and come back and open up the laptop lid, my laptop fires up in less than 2 seconds and is right where I left off and can continue to keep working on my laptop as if I've never left.
