No idea why Play Store calls it Taskbar- Windows 8 Style. I would say it's more like.....
Start Menu - Windows 7 Style.
What it really features are ...........
1.Start button ( icon can be changed if purchase a premium version ) Clicking at the Start button will display or hide the Start Menu.
2.Start Menu which, by scrolling up and down, lists all the apps installed in the tablet.
3.Multitasking by leaving opened windows in the taskbar. I have Astro File opened in the taskbar.

My screenshot below............. (My tablet is a Lenovo Ideatab a2109, 9" tablet.)
Notice there is a semi-transparent "taskbar" . The round blue icon is the Start button. The transparency can be adjusted.
The height of the Start menu can also be adjusted.
There are many options I have yet to figure out.
I left 2 shortcuts on my Start screen because I use them most frequently and I am lazy.
