start apps screen issue

    ok here is my question when i go to the start or shutdown screen and i click on pc settings or calander it minimizes to my taskbar when i click on it the window pops up on my desktop then immidetly minimizes to my taskbar on its own ,so i can do anything with it.

    This can sometimes be caused by one or more of the multitude of shell overlays that are out there to customize the Windows Shell to make it behave more like previous versions of Windows.
    If you have or have had in the recent past any of these programs installed I would suggest removing them by uninstalling if possible. If they've left some remnants behind you may have to reinstall them in order to remove them properly.

    i bought this pc brand new from the usa on boxing day,im in canada so iv never put anything in this,.this is the oringal operating system.

    Could you check
    Control Panel\All Control Panel Items\Windows Update
    And confirm that all your Windows Updates are installed and up to date?
    Have you finished upgrading to Windows 8.1?
    Have you tried running Microsofts Apps Diagnostic Tool
