Metro and Start button not working, more...

    Trying to help a friend out with a problem I've not ever seen before.
    Computer has a retail copy of Win8 64 installed and about a week ago it started having the follow issues:
    Boots to the desktop where all the icons are black, as is the desktop background.
    Can't access the metro interface, charms bar, or start button.
    No control panels work.
    Can't install any applications (file system error 65535)
    All icons on the computer are black.
    External USB drives are not recognized.

    What I've tried so far:
    System restore. This completed, but didn't fix any issues and lost all of the files I downloaded to the desktop.
    Chkdsk finds no problems.

    I'm thinking I'll have to backup and reinstall Windows, just wondering if anyone has seen these symptoms before?

    I also tried to refresh the system, but it says my Windows 8 disk is bad (I have 3 copies, I know at least 1, if not all of them, is good).

    Let me know what you're doing now exactly,Are you installing or Still in old OS searching for Resolution?

    Still in old OS looking for solution, but about to reinstall as I've not found any insight as to what's going on here.

    Sorry for the Late replay,As you said your using Retail copy of winodws.
    I'll give two option:
    1>You can reinstall windows by using dvd,otherwise.
    2>In windows 8,There will a option called "Remove everything and ReInstall the windows" or you can try Repair by using "refresh your PC without affecting your files".

    so,I would recomend you to use 2nd optiion.
