One of the issues I notice is that i cannot install a different desktop background (wallpaper). Whatever background I set in 8 comes up in 8.1 and vice versa. Does anyone have any idea what could be going on?

I don't mean to be rude, but why would you do that?
Why not just run Windows 8 in VirtualBox virtual machine?
HERE is a tutorial on how to do it.

Thanks for the reply. Well, I already have it done (installed on partitions). It's simply a fun project that I do most of the time and have been doing for years. I have six Win OS's and 2 Linux at the present time.. I have a lot of other stuff (Mac, Linux, Win98, etc.) on VMWare but find it runs slower that way and once it gets setup I tend to lose interest in the virtual stuff. Is it a fact that with Win8 and Win8.1 the desktop background is a function of your MS account (same account same desktop wallpaper)?
