Is this a HP problem or is it a Microsoft problem?

    OK so for a long while now I've experienced not being able to open the Store on my HP laptop with windows 8. I'm trying to upgrade from 8 to 8.1 but I haven't been able to because Store doesn't open. I would love to fix this problem because it has been affecting other apps I use. Am I able to get help from windows or do I need to ask a HP forums??

    1. Are all Windows Updates installed. ?
    2. If yes to #1, please do a system file check.... sfc /scannow.

    How ?
    go to charmbar ( windows key + C key ) > click the search icon > in the search box, type cmd.exe > right click at cmd.exe > select Run as administrator > at the flashing prompt, copy/paste this command.......
    sfc /scannow

    press Enter key > sit back and wait. Will take quite a while.
    At the end, it will say one of the followings : ( paraphrasing)
    No integrity violation.
    or,
    Found corrupt files but unable to repair.

    If it finds corrupt files but unable to repair...........
    in the same cmd window, at the flashing prompt, copy/paste this command......
    DISM /Online /Cleanup-Image /RestoreHealth
    press Enter > wait. Will also take some time.

    At the end it will give you the result.
    If it says it has successfully done the repair, then try opening the Windows Store.
