Icon Software bug

    My icons are placed on the corners and my taskbar is small but that's not the problem here is the problem:

    My computer has this weird bug were the window icon in bottom left becomes larger and my icons are auto arranged and cannot be opened and if I right click the icons they just show these following options:
    *Copy
    *Cut
    *Paste
    *Properties
    and no other options.

    Please help its irritating!
    Everytime the bug occurs I need to restart and it disappears but will go again after a few minutes.

    Hello and welcome to the forum.

    Hold the Shift key and restart your machine to get into safe mode.

    See if the problem persists when the machine is running is safe mode.
    If not then you will need to Clean Boot the machine.

    You can use Clean Boot to determine the third party software, service, or process that is causing your problem.

    Whats the difference with the normal boot and safe boot?
    Please explain before I do anything I am not prepared of.
