    Waited 10 hours, didn't help.
How does one fix the problem if the F8 key doesn't work and you can't access the safe mode.

P.s. I can't enable the F8 key as stuck in the failure configuring system updates reverting changes.

Sometimes the "reverting" process can take an inordinate amount of time and often multiple reboots.
If you can see your hard drive light flickering, indicating disk activity or hear the disk working then I would simply wait it out.

There is a way of getting the F8 key functionality back on your Windows 8 machine.....

Boot into the Windows 8 Recovery Environment either by using a Recovery Disk that you've made, or the original Installation Media.
Choose Repair, Advanced Troubleshooting, Command Prompt and type
    bcdedit /set {default} bootmenupolicy legacy
reboot your PC and tap the F8 key (no shift key required) and it should work for you as it has in the past.

Now to return your boot menu to normal
    bcdedit /set {default} bootmenupolicy standard
