   And then what happens when you click OK?
   Check the event viewer Windows Logs->System and Windows Logs->Apps
   Run (from an administrative command prompt) sfc /scannow
   Scan offline for any infections using this http://windows.microsoft.com/en-US/windows/what-is-windows-defender-offline
   Be sure to get the appropriate version for your system architecture.

   Seems to me a virus, run the windows in safe boot mode and install Malware Bytes and run it to check and clean your sistem.
   
   If it doesn't work I would format the computer.
