Can't find Recycle bin in Desktop & can't check it in Personalization.

    My first problem was greyed out Empty Recycle bin option. I was trying to fix it but somehow it couldn't. I tried restarting the pc but after the reboot, the Recycle bin simply disappeared. Then I went to Personalization>Change desktop icons. Before rebooting the Recycle bin option was there but after the reboot, the option is greyed out as well(below screenshot). I used SFC scannow, but it didn't fix it(below screenshot). I searched everywhere but can't find it anywhere. PLEASE if anyone can help with this. PC.png fff.png
