BSOD loop on windows 8.1

    Hello, yesterday my pc crashed and entered the terrible bsod loop, I apparently can't enter safe mode because the system boots up too fast (which is terrible and should not be a thing) which means I can only enter safe mode by actually booting windows which is a huge design flaw.
    I found a posg about it which told me to update bios, I did it using the asrock update utility from the uefi and now I cant even access it, it prompts a select drive to boot from option and thats it.

    I don't have another pc or windows 8.1 on an usb so I cant access safe mode at all to fix an isssue that would've been simple to fix if windows let you boot to safe mode via keyboard presses.
    Is there a way to force safe mode on boot?
    I have a second, completely empty hdd on this pc, could I possibly install windows there and perform a recovery from there?
    Any way to fix this should those 2 not be possible?

    Worth nothing that the error message that pops for half a second was INTERRUPT EXCEPTION NOT HANDLED which leads me to believe it could be an issue with an amd driver that didnt download properly.
