My fiance was used to using the built in simple photo editor that was bundled with Windows Vista. I tried to turn her on to Photoshop but she says its too complex.

I guess shes right, its more power than she really needs.

All she really does is scale, rotate, crop and auto color functions. Can anyone recommend a good stable, preferably first party program that will allow her to do these things?

Great I'll try that out, sounds like exactly what she was using before. Was that ever on Windows Vista?

    She'll be happy, thanks again...

Google Picasa is another good choice - it's nice and simple photo editing, and it comes with some uploading options (which may or may not be of benefit):

That looks cool too, and I'll probably download it and let her decide. She's been using some of the phone based apps, and those are surprisingly good too.

I can vouch for the effectiveness and user-friendliness of Google Picasa. I've been using it way before Windows 8, and I'm still a loyal fan of the software. It's very simple to use, yet it has a lot of features and functions. I highly recommend it!

Since her needs are quite basic, have you guys thought of giving a online photo editor a try? I love using an online photo editor named ''PicMonkey''. It offers all the options you listed for free, plus others you can buy. You should really give it a try. If you don't like it you can always go for Picasa.
